As agreed after the discussion with the Secretary of State this morning, I enclose for your exsideration a draft of the announcement to be made here and in long Kong about the allocation of e sum of $750,000 from the Japanese assets towards the orsation of this Fund, with a view to its being di cussed at the mosting with Mr. Paskin in his room at 10.30 a.m. on Wednesday morn- ing, the 1st August.

I have sent the text of the draft announcement also to Sir E.K. Lo, Sir Arthur Morse and Mr. W. Adams.
